OSHA Scaffolding Requirements 2026: The Complete Checklist (Competent Person, Guardrails, Planking)

Scaffold violations (29 CFR 1926.451) live in OSHA's top five most-cited standards essentially every year, and scaffold incidents put thousands of construction workers in the hospital annually. The frustrating part: almost every scaffold citation is one of the same six or seven findings, and all of them are visible from the ground in about two minutes.

Rule Zero: The Competent Person
Nearly everything in Subpart L runs through a competent person — someone who can identify scaffold hazards and has authority to fix them. The competent person must:
- Supervise erection, moving, altering, and dismantling
- Inspect the scaffold before each work shift and after any event that could affect its integrity (wind, impact, rain-soaked footing)
- Determine fall protection feasibility during erection and dismantling
No designated competent person on site = citation before the inspector even touches the scaffold. Name them, train them, and have them initial a tag on the scaffold each shift.
Capacity: 4 Times the Load
Every scaffold and scaffold component must support at least 4 times the maximum intended load. In practice that means: know your load rating, don't stack pallets of block on a light-duty frame, and never mix components from different manufacturers without an engineer's sign-off.
Platforms and Planking — Where Most Citations Live
- Fully planked — no gaps more than 1 inch between planks; the working platform spans the full width of the scaffold
- Planks extend 6 to 12 inches past supports (up to 18 inches with cleats) — never short-planked so an end can kick up
- Scaffold-grade planking or fabricated decks — not that gray lumber that's been in the yard since 2019
- Platform no more than 14 inches from the work face (18 inches for plastering), or you need fall protection on that side
Fall Protection: The 10-Foot Rule
On scaffolds, fall protection kicks in at 10 feet — not the 6-foot construction trigger (that surprises a lot of foremen; the fall protection guide covers all the height triggers). You need either:
- Guardrails: top rail 38–45 inches, midrail, on all open sides and ends, or
- Personal fall arrest where guardrails aren't feasible — and on suspended scaffolds, usually both
Safe Access — Stop Climbing the Frame
Anything with a step-up of more than 2 feet needs a real way up: built-in ladder rungs designed for it, attachable ladder, stair tower, or ramp. Climbing the cross-braces is the single most common scaffold behavior citation — and cross-braces are never an acceptable means of access or a guardrail substitute.
Footing, Wheels, and Power Lines
- Base plates and mudsills on every leg — not bricks, not blocks (concrete blocks explicitly prohibited), not frozen mud that turns to soup by 10 a.m.
- Plumb and level; braced per the manufacturer
- Casters locked on rolling towers before anyone climbs; nobody rides a moving scaffold
- Clearance from power lines: at least 10 feet from lines under 50kV (3 feet for insulated lines under 300V)
- Falling-object protection: toe boards, screens, or barricaded zones below; hard hats for everyone underneath
The 2-Minute Ground Walk
Before each shift, from the ground, look for:
- Tag current? Competent person inspected today?
- Base plates + mudsills on every leg, legs plumb
- Fully planked, no gaps, plank ends overhanging correctly
- Guardrails complete on all open sides (10+ feet)
- Proper access in place — nobody on the braces
- Braces and pins all installed, nothing "borrowed" for another bay
- Loads reasonable, no snow/ice/mud on planks, power lines clear
