OSHA Fall Protection Requirements 2026: The Complete Checklist (6-Foot Rule, Guardrails, Harnesses)

If you need the short version of OSHA fall protection requirements, it's this: in construction, workers must be protected from falls at 6 feet or more above a lower level — by guardrails, safety nets, or a personal fall arrest system. That's 29 CFR 1926.501, and it has been OSHA's most-cited violation for over a decade, every single year.

When Is Fall Protection Required? The Height Triggers
Different work, different trigger heights — this is where crews get confused:
- 6 feet — general construction work (1926.501): leading edges, holes, ramps, excavations, roofs
- 10 feet — scaffolds (1926.451)
- 4 feet — general industry / maintenance work (1910.28)
- Any height — work above dangerous equipment (impalement hazards, machinery)
- Ladders — fixed ladders over 24 feet require a ladder safety or fall arrest system
If you remember one number for a construction site, remember 6 feet. That's about one story of scaffolding, the top of a standard box truck, or a first-floor roof edge.
The Three Accepted Systems
OSHA gives you three primary ways to comply. Pick per situation — you don't need all three:
1. Guardrail systems
The passive option — nothing to clip, nothing to inspect on a worker's body:
- Top rail at 42 inches (± 3 inches) above the walking surface
- Midrail at about 21 inches
- Must withstand 200 pounds of outward/downward force on the top rail
- Toe boards where tools or material could fall on people below
2. Safety net systems
Rare on most jobsites, but valid: nets installed as close as practicable under the work surface, never more than 30 feet below, with drop-testing or certification.
3. Personal fall arrest systems (PFAS)
The harness-and-lanyard setup most crews rely on. The requirements that matter:
- Anchorage rated for 5,000 pounds per attached worker (or engineered and supervised at 2× the arrest force)
- Full-body harness — body belts have been banned for fall arrest since 1998
- Free fall limited to 6 feet or less before the system engages
- Rig to avoid swing-fall hazards, and account for total fall clearance (lanyard length + deceleration distance + your height + safety margin — often 18+ feet to the next level)

A deployed shock absorber or a frayed lanyard means the gear comes out of service immediately — tag it and bin it.
Holes, Edges, and the Stuff That Actually Gets Cited
The classic 1926.501 citations aren't exotic. They're these:
- Floor holes and skylights — cover them (secured, marked "HOLE" or "COVER", able to support 2× the load) or guard them
- Leading edges — guardrails, nets, or PFAS while the edge is being built
- Low-slope roofs — guardrails, nets, PFAS, or a warning line + safety monitor combo
- Steep roofs — guardrails with toe boards, nets, or PFAS. No warning-line shortcut
- Wall openings — anything you could fall through with a 6-foot drop on the other side
- Excavations — guard the edge when it isn't obvious, and always at wells, pits, and shafts

Training Requirements (1926.503)
Equipment alone doesn't make you compliant. Every worker exposed to fall hazards must be trained — by a competent person — to recognize fall hazards and use the systems correctly, including:
- The nature of fall hazards in their work area
- Correct procedures for erecting, using, and inspecting protection systems
- Proper harness fit and anchor selection for PFAS
- Retraining when the worker shows they didn't retain it, when equipment changes, or when the site changes
Document the training with names and dates. An undocumented training session is, for citation purposes, a training session that never happened. Fall protection training (1926.503) is itself a top-10 most-cited standard — meaning inspectors routinely write it up alongside the missing guardrail.
